Medical Practice Division

Introduction

The Medical Practice Division is responsible for the following:

 

  1. Drafting new legislation related to medical practice.
  2. Amending existing legislation related to medical practice.
  3. Acting as the technical coordinator for medical services trade.
  4. Implementing and enforcing the Private Healthcare Facilities and Services Act 1998 [Act 586] and its Regulations, including:
    - Registration of private medical clinics and private dental clinics.
    - Licensing of private healthcare facilities, such as:
    - Private hospitals
    - Private psychiatric hospitals
    - Private ambulatory care centres
    - Private nursing homes
    - Private psychiatric nursing homes
    - Private maternity homes
    - Private blood banks
    - Private haemodialysis centres
    - Private hospices
    - Private community mental health centres
    - Handling complaints related to private healthcare facilities and services in accordance with the provisions of Act 586.
  5. Registration of Managed Care Organization - MCO
  6. Registration of medical assistants, opticians, and optometrists.
  7. Handling complaints from government healthcare facilities and services.
  8. Managing medico-legal cases.

Mission

To ensure standards of healthcare services that are safe, efficient, and of high quality through monitoring, legislation, control, and regulatory oversight.

Objective
  • To draft, review, and amend any Acts or regulations under the Medical Programme.
  • To monitor, control, and regulate private healthcare facilities and services through legislative mechanisms.
  • To manage and monitor technical complaints and medico-legal cases involving healthcare facilities under the Ministry of Health Malaysia.
  • To coordinate and provide technical input on matters related to the liberalisation of healthcare services trade.
  • To carry out the functions of the Malaysian Optical Council, the Assistant Medical Officer Services Branch, and the Estate Hospital Assistant Board.

This Division is determined, committed, and continuously strives to deliver excellent service to every client by:

  • Always providing courteous and friendly service;
  • Delivering high-quality professional services while taking into account the needs of clients;
  • Providing a written response to all complaints directed to the Medical Practice Division within 14 days from the date of receipt;
  • Ensuring that 80% of the planned annual activities of each Branch/Unit are implemented each year; and
  • Preparing or completing documents/ responses/ reports/ policies/ guidelines/ certificates/ endorsements/ licenses/ payments/ application evaluations/ offers within the stipulated timeframe for external clients.
