Food Safety and Quality Programme

Introduction

The Food Safety and Quality Programme (FSQP) was established to plan, regulate, monitor, and evaluate the implementation of food safety and quality activities carried out at the state, district, national, and point-of-entry levels based on the Food Act 1983 and its subsidiary regulations.

 

Under the Food Act 1983, the Food Regulations 1985 stipulate comprehensive and specific standards and labelling requirements for various types of food products, food ingredients, food additives, and many others.

 

Meanwhile, the Food Hygiene Regulations 2009 outline controls and requirements that must be complied with by food premises, owners, and food handlers to ensure food safety and hygiene during food preparation, handling, storage, packaging, and transportation.

 

In addition, the FSQP also provides various forms of recognition and certification to meet the legal requirements of food laws, which must be complied with by food producers and the food industry.

The FSQP also carries out control over food products entering Malaysia through entry points across the country based on risk assessment to ensure that all food brought into the country is safe and of good quality.

Objective

Protecting the public against health hazards and fraud on the preparation, sale and consumption of food and facilitating the food trade through:

  • Strengthening food safety and quality policies and legislation;
  • Strengthening monitoring and enforcement activities on imported food, domestic and food premises to ensure compliance with the country's food laws;
  • Strengthening of export food control;
  • Enhancement of interventions in addressing food safety issues and challenges;
  • The use of new science and technology in the production of food safety and quality information based on scientific evidence;
  • Empowerment of communication and education capabilities in relation to food safety and quality;
  • Empowerment of the food industry and consumers in the culture of food safety and quality;
  • Enhancement of collaboration with all stakeholders at home and abroad to protect national interests related to food safety and quality.

Client's Charter

List of Client Charters for the Food Safety and Quality Programme:

 

  1. Hazard Analysis Critical Control Point (HACCP) Certification will be issued within 27 working days after approval.
  2. Good Manufacturing Practice (GMP) Certification will be issued within 27 working days after approval.
  3. Licensing of Natural Mineral Water and Packaged Drinking Water (NMWPDW) will be issued within 5 working days from the date of receipt of a complete application.
  4. Licensing of Ice Preparation for Trade and Business Purposes will be issued within 7 working days from the date of receipt of a complete application (for food products WITH HACCP certificate or MOH-recognized CB).
  5. Health Certificate for Food Products and Food Contact Materials will be issued within 3 working days from the date of receipt of a complete application.
  6. Health Certificate for Food Products and Food Contact Materials will be issued within 19 working days from the date of receipt of a complete application (for food products WITH HACCP certificate or MOH-recognized CB and requiring final product sampling).
  7. Health Certificate for Food Products and Food Contact Materials will be issued within 19 working days from the date of receipt of a complete application (for food products WITHOUT HACCP certificate or MOH-recognized CB).
  8. Health Certificate for the Export of Fishery Products to the European Union (EU) will be issued within 3 working days from the date of receipt of a complete application.
  9. Certificate of Free Sale for Export will be issued within 1 working day from the date of receipt of a complete application.
  10. Non-Genetically Modified Food (Non-GMF) Export Certificate will be issued within 19 working days from the date of receipt of a complete application based on final product sampling results.
  11. MOH Approval for the Listing of Food Facilities for Export Purposes (EU, China, USA, Vietnam, Singapore, Saudi Arabia, and South Korea) will be issued within 10 working days from the date of receipt of a complete application.
  12. Accreditation Results for Food Handler Training School (SLPM) will be issued within 14 working days after receiving a complete application from the applicant through the State Health Department (SHD).
  13. Evaluation Results for the Mandatory Course for Food Handler Training Instructors (LPM) will be issued within 14 working days via email after the course completion.
  14. Recognition Card for Food Handler Training School (SLPM) Instructors will be issued within 12 working days from the date of receipt of a complete application.
  15. Approval for Company Registration via the FoSIM Import System for Agents and Importers will be issued for complete applications within 1 working day.
  16. Safe Food Certification under the Responsibility of the Industry (MeSTI) will be issued within 13 working days (excluding mentoring and compliance audit period).
  17. Organic Food Certificate will be issued within 5 working days from the date of receipt of certificate fee payment.
  18. Approval for Recognition of Private Laboratories for Food Analysis Services will be processed within 20 working days from the date of receipt of a complete application.
  19. Clean and Safe (BeSS) Recognition Certificate will be issued within 14 working days from the date of receipt of a complete application.
